                throws Exception

Looks to see if the AttributeBean on the ClayContext is a converter attribute. If it is, create a ValueBinding or a Converter and assign it to the component returning a true value. Otherwise, return a false value. This Command is invoked from the AssignPropertiesCommand chain.
